The Partnership for Healthcare and Emergency Management is a community of academic, healthcare, and emergency management professionals, both public and private, providing a foundation for leadership excellence in the Healthcare and Emergency Management. It is a hub for the collaborative development of programs and solutions to enhance security, resilience, and continuity for the healthcare sector.
We promote collaboration between partners. Not seeking to compete, we complement to complete for preventing, protecting against, responding to, and recovering from threatened or actual terrorist attacks, major disasters, and other emergencies that negatively impact the healthcare critical infrastructure sector.
We help identify gaps and deficiencies in operational crisis management and resilience capabilities due to insufficient information sharing, command & control, interdependency clarity, knowledge of each-others operating procedures, and/or integrated decision-making, and more.
In collaboration with partners we develop applied research projects that answer questions and support assumptions and we continue with workforce development training to equip and keep practitioners ready.
We offer on-going support, in a variety of forms, for healthcare institutions and practitioners.
The partnership seeks to identify gaps in crisis management planning and proficiency, including recovering from simultaneous multi-incident crisis events.
As a partnership we seek to identify, share, and grow the evidence based practices in the healthcare institutional preparedness to bolster security, resilience, and continuity so that healthcare professionals can deliver patient care regardless of the challenges.
We offer applied research / technical paper projects, workforce development, collaborative events, and consultation that are collaboratively developed to address specific issues in healthcare preparedness and security.

John F. Suarez has background in information systems and technology, supply chain & logistics, and business leadership in commercial & industrial construction, manufacturing, and education. He had regional and divisional leadership roles for prime government contractors in the federal state and municipal sectors. John is a portfolio, program, and project manager. He is also a Federal Contracts Manager. John has helped lead projects in the Middle East, North Africa, Central America, and the Caribbean. Most recently prior to SHSU he was a director for five years over technical programs for industry at San Jacinto College District in Houston. John has been an entrepreneur, starting or helping to starting, ten companies.
