The Institute for Homeland Security is committed to staying One Step Ahead through cutting-edge research and professional development. One of the standout tools supporting this mission is the SimTable—a powerful technology designed for tabletop exercises and strategic emergency response planning.
SimTable's most impressive feature is its ability to simulate how emergencies unfold across specific geographic areas, using terrain-specific projections to enhance realism. The software models three types of emergencies: wildfires, flooding, and chemical plumes. Users can not only observe the dynamic progression of these scenarios but also make real-time decisions to contain and mitigate their impact on surrounding communities.
Emergency response strategies—such as roadblocks, evacuation zones and routes, staging areas, mobile EOCs, and incident markers—can be tested and refined within the simulation. To further increase the realism and effectiveness of these exercises, existing GIS data can be integrated directly into the 2D map, either projected onto the SimTable or accessed online.
Tabletop exercises help teams confidently plan and discuss their response to emergencies, covering key areas like authority delegation, communication, and alternate work locations.
Tabletop exercises give first responders and industry workers a low-stress setting to discuss their emergency roles, strengthen teamwork, and improve communication for effective crisis response.
Collaborative tabletop exercises using SimTable allow police, firefighters, EMTs, and other first responders to strengthen teamwork, review mitigation plans, and improve emergency response effectiveness.
1. Planning Onsite: The Organization conducts planning meetings and IHS assists in the development of the scenario.
2. On-Site with the SimTable: As the emergency evolves, a web-based SimTable can be shared through a QR code to aid decision making during the exercise.
Key Participant Roles and Responsibilities
Players: During the exercise, players actively discuss and perform their regular responsibilities, responding to simulated emergencies and emerging threats.
Observers: During the exercise, they do not participate or have any control over evolutionary functions of the exercise.
Facilitators: They plan and manage the exercise, set up the site, provide updates, guide discussions, and answer questions. They control the pace, deliver key information, and prompt actions to keep the exercise running smoothly.
Planning brings the future into the present, enabling timely action, informed decisions, and better outcomes. A proactive approach helps manage resources effectively and maximize potential.
